Paul the First had a persecution mania. So he refused to live in Winter Palace and ordered to build a Medieval Castle in the center of Saint Petersburg. It was surrounded by water canals with drawbridges. However, he couldn't escape his fate and was killed in his own bedroom in this very castle.
